The petition of the undersigned, [Name], of [City or Town], states that:

Whereas

  • The at-large electoral system used in all large British Columbia municipalities is an outdated model imported from the United States in the early 20th century, originally designed to concentrate power in the hands of a small number of wealthy community members;
  • This U.S.-style at-large system continues to limit fair representation by favouring well-funded slates and candidates with citywide name recognition, making it difficult for diverse voices and neighbourhood concerns to be heard;
  • Research shows at-large elections consistently underrepresent renters, youth, Indigenous peoples, racialized communities, and other historically marginalized groups, resulting in councils that do not reflect the true diversity and needs of their communities;
  • All other large Canadian cities outside British Columbia have dropped the at-large system in favour of local electoral systems that ensure fairer, more inclusive, and more accountable representation;
  • The Province of British Columbia, through provisions in the Local Government Act and the Vancouver Charter, controls the rules for how local elections are conducted and therefore has the authority to end this outdated system in large municipalities;

Therefore, your petitioners respectfully request that the Honourable House introduce legislation to abolish the U.S.-style at-large municipal electoral system in large British Columbia municipalities and replace it with a fairer system such as proportional representation, neighbourhood-based wards, single transferable vote, or another type of fair system. Your petitioners further request that the Honourable House not require local plebiscites to abolish the at-large system but instead conduct meaningful consultations regarding which electoral system will replace the at-large system and include a specified replacement system in any new legislation.
